       Engineering Management Concepts – We appreciate you!
     Resolving problems concerned with aged Unliquidated Obligations (ULO) is an unusually difficult endeavor for Budget Analysts, Resource Advisors, and Program Managers.  Many of them are juggling issues such as execution, Program Objective Memorandum (POM), Budget Estimate Submissions (BES), Indicators, Billing Official duties, and unfundeds.  Most resolutions to these ULO problems lie buried far in the depths of old financial data and in archaic financial systems.  Since ULOs were last on our list of priorities, we knew help was needed--what we needed was an expert in the area of ULOs. 

     Since FY2000, Engineering Management Concepts (EMC) has been assisting in the reconciliation process of Canceling Year Unliquidated Obligations.  In FY2003, their efforts facilitated the deobligation of $48M in FC30 (O&M funds) Canceling ULOs alone.  In FY2001, EMC expanded their support by adding assistance with older Supply Management Activity Group ULOs. 

     Since EMC has come aboard, ULOs have become quite manageable and we have people who can hone in on problems that arise.  Thanks for a job well done!  Engineering Management Concepts, we appreciate you!
